August 13th 2011 COBF Annual Meeting

The 2011 COBF Annual Meeting & BBQ took place on August 13th @ 4PM at Chatfield State Park.

MINUTES OVERVIEW:

  • A financial review and budget review was given by the COBF Treasurer.
  • Agenda item III, Bylaws Change: The addition of 5 new Board positions, and changing the Regional Representative positions definition/role was voted upon and passed. The Bylaws will be updated soon and amended to include this change. The new positions will be available for nomination and election during the election process this fall.
  • A discussion and vote passed directing the Board to pursue a COBF Bass Pro booth plus up to 2 additional, low-cost/free booths to inform about the sport of bowfishing and the COBF.
  • A discussion and vote passed directing the Board to pursue a COBF booth at the ISE (International Sportsman’s Expo) in Denver in January of 2012 if the cost can be kept under $1350 and if a booth is available. The Board was also directed to attempt to offset the cost via a sponsor gear raffle (or other source membership signup promotion) to be held by the club during the show.
  • A discussion and vote passed directing the Board to pursue organizing and promoting a minimum of one youth/general public introductory/educational bowfishing outing event. This is a non-tournament/competitive event where COBF members would take youth/the public out on the lake to experience bowfishing and educate them about the sport.
  • A discussion and vote passed directing the Board to attempt to acquire access to at least one private lake for COBF members in 2012.
  • A discussion and vote passed for the Board to dedicate one of the 2012’s tournament proceeds to a charity in 2012. The charity will be determined by the Board after hearing ideas from the general membership. The specific tournament to dedicate to a charity will be decided by the Board.
  • A discussion and vote passed regarding a new 2012 rule change that will permit teams with boats to exit the boat the shoot across all events.
  • A discussion and vote passed regarding retaining the special prize package for the top non-placing team without a boat.
  • A discussion and vote passed to add additional legal “rough fish” (shad, suckers) as countable/legal fish in COBF tournaments (in addition to Carp).
  • A discussion and vote failed to add Northern Pike as an additional countable/fish in COBF tournaments. Northern Pike will not be a legal fish during COBF tournaments.
  • A discussion and vote passed directing the Board to pursue a minimum of FOUR tournaments, but no more than a maximum of SEVEN tournaments for the 2012 season. The Board will decide the final number of tournaments in 2012 and the split of night/day tournaments. One of the events will be dedicated to charity.
  • A discussion and vote passed directing the Board to use the 2011 member survey results as its guide for picking the lakes where tournaments will be held in 2012.
  • A discussion and vote passed changing the standard format of all 2012 tournaments to be a “big 5” format to promote a more casual/fun environment that is more inviting to newcomers etc. The 5 biggest fish shot by each team are what will be weighed. The team with the 5 heaviest fish will be the winner, with 2nd, 3rd place as usual. All teams “pot fee” will go into this pot and all teams will participate in it.
  • A discussion and vote passed introducing a new optional “total numbers” contest for each tournament. Teams choosing to participate in this optional contest will pay a separate pot fee dedicated to this contest.
  • A discussion and vote passed directing the Board to keep all pot fees, optional contest fees (total numbers, heaviest fish), participant fees and team fees consistent across all 2012 tournaments. The Board will decide the fees.
  • A discussion and vote passed a rules change that will permit all tournaments (day or night) to have up to 3 shooters per team.
  • A discussion and vote passed to keep all tournament durations at 8 hours maximum.
  • A discussion and vote passed to create a documented rule violation/reporting procedure for 2012 tournaments as follows: (1) A violation must be witnessed by a minimum of 2 participants from at least 2 different teams. Violations should be reported to a COBF official at the time of the violation if possible. (2) After tournament end-time, teams will be asked to report any witnessed violations during the tournament, if not already reported. (3) All present COBF Board members will convene to review all reported violations and decide whether or not issue a disqualification. This process will occur before any awards are determined.
  • The meeting concluded around 7 PM with an open discussion.
